Who is 911 C.A.S.P.E.R. Systems?
We are a family-owned business, located in Woolwine, VA, in the United States.
After being involved with our local Fire Department and Rescue Squad, we saw the growing need for a new way for Non-Profit Organizations to receive a residual stream of Donations. Due to our years of being in the sign industry we came up with the perfect fundraising platform which also created a duel aspect for providing Alerts and Warnings through FEMA’s IPAWS and our C.A.S.P.E.R. Alert feature.

Why did you name your Company 911 C.A.S.P.E.R. Systems?
As our System we have developed matured, we realized that we wanted to have a name that better reflected what our product is – an interconnected System that benefits Communities by strengthening the fabric of the Members who live within. So in February of 2013, when we stood back to embrace for ourselves the direction we have gone in, we became 911 C.A.S.P.E.R. Systems.
Non-Profit Organizations are in a very critical state in regards to receiving the necessary donations to operate smoothly and even in some cases they are having such a hard time obtaining donations that they are closing down. We have written a Report on this subject which we feel is very eye opening. The other benefit of C.A.S.P.E.R. is that it is a Tool for Alerting and Warning the Community in which C.A.S.P.E.R. becomes a part of. So, when (yes when) emergency situations arise, our 911 C.A.S.P.E.R. Systems LED Display will Alert and Warn its passersby of geographically targeted information that is relevant Before, During and After these emergency situations. This is done through FEMA’s IPAWS and also with our 911 C.A.S.P.E.R. Systems Alerts feature.

And almost all Non-Profit Organizations are helping someone, somewhere, with their individual ‘emergency’. Even when it involves schools, Universities, The Red Cross, Freemasons, Parks etc… someone, somewhere is in some type of urgent situation with improving their life – even if on a small level by improving their health. I know this is stretching it, but on the average, most Non-Profit Organizations are there to help their Community members protect, improve and/or obtain better lives.

What does the ‘Trifecta of Giving’ mean?
The Non-Profit organizations are in existence to make a community run smoothly and safely, and to provide needed services. Please read our “The Fundraising Emergency” Report (link) to find out what is going on within these Non-Profit Organizations and the difficulties they are facing with obtaining donations. This was the Heart of why we established our 911 C.A.S.P.E.R. System.
But C.A.S.P.E.R. is much for than just the one fundraising aspect, which is why we have dubbed it The Trifecta of Giving:

How much does C.A.S.P.E.R. cost?
This is the beauty of C.A.S.P.E.R., it can cost you nothing ~ when you put in place the Sponsortizing aspect of the 911 C.A.S.P.E.R. Systems. Plus when you bring on additional Sponsortizers you will create a residual donation stream above the cost of the 911 C.A.S.P.E.R. System bringing in additional funding for you to use in other needed areas of your Non-Profit Organization.

Leasing is the most popular way to bring C.A.S.P.E.R. home to your Community. Of course you can use any resource you currently have personally or within your organization.

If my Non-Profit Organization or Sponsor does not have a webpage or website, who do you recommend to use?
We recommend that C.A.S.P.E.R. Members have a website so they can supply a link to their Sponsortizers website on a new Page that you might want to call ‘Sponsors’. If you do not have a website, or would like to get yours back on track, we work with a great guy named, Neil Foster. What How easy is it to, and how often can I, update the 911 C.A.S.P.E.R. Systems’ LED Display?
We have purposely gone with Vantage LED Display due to their superior software. It is very easy to use, and Vantage provides training as well.
You can update your 911 C.A.S.P.E.R. Systems as often as you would like. You can either schedule updates, or have updates show instantaneously.
What information can my Non-Profit Organization Display on C.A.S.P.E.R.?
This is entirely up to the participating Non-Profit Organization. However, we recommend any professional, Informative, Community Serving and friendly information that you want to let the community know about including Events and location of Events, promotions, offers, specials, Public Announcements (Fire Band, etc….) and other Community related information. This can usually include pictures or video graphics as well.
This goes as well with any Sponsortizers acknowledgements.
How easy is it to learn to use the software?
We have purposely gone with Vantage LED Display due to their superior software. It is very easy to use, and Vantage provides training as well.
You will receive training directly from Vantage LED Manufacturing to help you get started in with questions as you go along. You will receive your own login to the software. They will also train you on the other aspects of C.A.S.P.E.R. such as scheduling, report capability and other useful tools.
You can also submit a content request to Spectacular Media so the pros can do it for you. Spectacular Media is offered for free for one year. After that year is up, it is up to you as to whether you would like to continue using their service. Using their service is not mandatory. You can create and design your own graphics easily using the software provided.
Why do you suggest to only having 24 Sponsortizers?
Having 24 Sponsortizers is just our suggestion. You can have as many Sponsortizers as you would like. We recommend 24 Sponsortizers so that C.A.S.P.E.R. is alternating from a mixture of your content half the time and the other half of the time is Sponsortizers.

What does Sponsortizer / Sponsortizing mean?

How do I become a Sponsortizer?
Here are some suggestions you can do:
• Contact the C.A.S.P.E.R. Member in your area and ask how to get started!
• If you are not aware of any C.A.S.P.E.R. Member’s in your area:
o Contact us and we will let you know what C.A.S.P.E.R. Member is in the area you might like to Sponsortize with.
o Contact a Non-Profit Organization in the area you would like to Sponsortize and let them know about our 911 C.A.S.P.E.R. Systems, and once they contact us, we will do the rest.
• Contact us and let us know who you would like to give us a referral to, and we will do the rest.
What do I receive for being a sponsor?
This is decided by each individual participating C.A.S.P.E.R. Member. However, you will receive acknowledgement on a Full Color 16mm 911 C.A.S.P.E.R. Systems LED Display. C.A.S.P.E.R. will display information that you want to share to the Community you have chosen to Sponsor. Usually this will include your Business name / logo, your profession and or service and your phone number (etc…). It is up to you, but whatever is displayed on the C.A.S.P.E.R. Systems’ LED Display must be approved by the C.A.S.P.E.R. Member.
But remember that the most important thing to have on your slide is: Please Support Our Sponsor on the top of your slide!
Also, If the C.A.S.P.E.R. Member decides to use this option, You may also receive acknowledgement on their Non-Profit Organization’s website on a ‘Sponsor Page’ they set up.
As you know, this will create instant Goodwill within the Community you Sponsortize. This is priceless.
If the C.A.S.P.E.R. Member I have chosen or I, the Sponsortizer, do not have a webpage or website, who do you recommend to use?

What information can my Business, who is a Sponsortizer, Display on C.A.S.P.E.R.?

How do I become certified to issue IPAWS Alerts and Warnings?
A Federal, State, territorial, tribal, or local alerting authority that applies for a MOA authorization to use IPAWS is designated as a Collaborative Operating Group or “COG” by the IPAWS Program Management Office (PMO). There are currently numerous types of COGs affiliated with IPAWS varying in size, structure and governance styles. A COG may have members from multiple jurisdictions with each individual member account administered through its software system.
• Step #1 – Select IPAWS compatible software
911 C.A.S.P.E.R. Systems is a FEMA IPAWS Vendor and is tested and approved
• Step #2 – Apply for a Memorandum of Agreement with FEMA
• Step #3 – Apply for public alerting permissions
• Step #4 – Complete IPAWS web-based training
• Step #5 – Completing the application

Can I override an FEMA’s IPAWS Alert with Local information?
Yes, anyone who was granted authorization by the 911 C.A.S.P.E.R. Systems Members can override any IPAWS Alert and/or Warning to customize their unique message for their area Before, During and After any emergency incident. EXCEPT for Presidential Messages.
Do I need additional software?
No, Geographically targeted FEMA’s IPAWS Alerts and Warnings will go automatically to your 911 C.A.S.P.E.R. Systems. This is built into the 911 C.A.S.P.E.R. Systems Software so you do not have to do anything.
However, if you are interested in issuing Alerts and Warnings to IPAWS, you will need to purchase other software.
Besides the FEMA IPAWS Alerts and Warnings, can other Alerts and Warnings be issued to the 911 C.A.S.P.E.R. Systems?
YES, Through 911 C.A.S.P.E.R. Members Authorized Agencies utilizing our C.A.S.P.E.R. Alerts feature. The Agencies you may consider giving Authorization to may be Local 911 Dispatch, fire and rescue dispatch, Emergency Management or whomever you choose to give this permission to.
What kind of other Alerts and Warnings can be issued using the C.A.S.P.E.R. Alerts feature?
Any Alert or Warning that is not sanctioned by FEMA’s IPAWS, which is deemed important to your individual Community. These can be Alerts and Warnings such as SILVER Alerts, BOLO, Most Wanted, Trees down, Roads closed, flooded areas, evacuation plans, emergency shelters, etc…
These can also include pictures. This is as easy as drag and click, which will allow for instantaneous notification.
