Do you need to get an MOA or not?
To understand the huge impact that our 911 C.A.S.P.E.R. Systems will have in your Community, you need to know what FEMA’s IPAWS MOA is, rather a Memorandum of Agreement, you must understand why IPAWS was brought into existence. It happened when President Bush issued Executive Order 13407 in 2006, which states that it is the policy of the United States to have an effective, reliable, integrated, flexible, and comprehensive system to alert and warn the American people.
The Federal Emergency Management Agency is building IPAWS to ensure that the President of the United States can alert and warn the American people, it can also be used by State, Tribal, and Local authorities to send emergency warnings within their jurisdictions. IPAWS provides alerting authorities the capability to send a single messages over multiple communication pathways which include:
- Emergency Alert System (EAS)
- Wireless Emergency Alerts (WEA)
- National Weather Service Dissemination Systems, including National Oceanic and Atmospheric Administration (NOAA) Weather Radio
- Unique Systems
- Future Systems
The Alerts and Warnings can include…. AMBER Alerts, Terrorist Attack, National Weather Service (NWS) Public Alerts, War, Natural Disaster and Other hazards to public safety and well-being
Do you need to have an MOA to receive Alerts and Warning from IPAWS? NO
Should you apply for your MOA from IPAWS? Yes, if you want to write your own Alerts and Warnings for your Community. However, you must be a Public Official qualified Agency. Really, almost any level of government from municipal to Federal is potentially eligible to become an authorized agency. Generally, eligible organizations can include Federal Agencies, State Government, Local Government or Public Safety Organizations, and Tribal Governments.
If you choose Yes, and would like to get started applying for your MOA, you should know a few things up front. First, the Application process is pretty basic; It is a two page document simply identifying the applicant agency and once it is submitted, it takes about a Month to process. One thing you will have to have predetermined is who your interoperable system portal is through. There are many qualified organizations to provide this service for you.
Although our 911 C.A.S.P.E.R. Systems is Certified to receive messages, we do not provide the software to send messages yet. Although, with our 911 C.A.S.P.E.R.
